Working meeting of the Reform of Municipal Services in Eastern Ukraine Project and the Ministry of Regional Development, Construction, Housing and Municipal Economy

On 28 August 2014, the Ministry of Regional Development, Construction, Housing and Municipal Economy hosted a working a meeting of the Reform of Municipal Services in Eastern Ukraine Project with the representatives of the Department for Regional Development and Project Management of the Ministry Lyudmyla Damentsova and Lidiya Yevtushenko. The German-Ukrainian Cooperation Project was represented by the international expert Stefan Draeger, Deputy Director of the Open Regional Fund for South East Europe Modernisation of Municipal Services (the city of Sarajevo) Andriy Garbuza, Deputy Team Leader Taras Zhuravel and Advisor on Administrative Services Oleksiy Kubar.

The meeting was aimed at presenting the project’s outcomes and discussing the issues of further cooperation with the Ministry. Inter alia, the following issues have been discussed and agreed during the meeting:

  • amendments and supplements to the Agreement on project implementation;
  • participation of the Ministry’s representatives in the study tour on administrative services to Germany;
  • discussion of the concept of Competence Centre for Inter-Municipal Cooperation;
  • conclusion of standard contracts on inter-municipal cooperation;
  • needs of the Ministry in the framework of implementation of the Law of Ukraine ‘On Cooperation of Territorial Communities’

The meeting participants made arrangements to prepare a supplement to the Project Agreement between the GIZ and the Ministry of March 2014, agreed the issues of establishment of Competence Centre for Inter-Municipal Cooperation and considered the options of selecting the pilot oblast in Eastern Ukraine for implementing pilot inter-municipal cooperation projects.

The parties will also continue active cooperation in the framework of the Cooperation Agreement between the Reform of Municipal Services in Eastern Ukraine Project and the Ministry of Regional Development, Construction, Housing and Municipal Economy.
