Working meeting of mayors on inter-municipal cooperation (IMC), signing the Framework Agreement on IMC and the agreement Assessment of the Benefits of a Common Solid Household Waste Management between Local Self-Government Bodies in Lugansk Oblast

The working meeting was organised for the mayors of Lugansk, Alchevsk, Bryanka, Krasnodon, Stakhanov and Rubezhnoye, the representatives of GIZ project, Alchevsk City Council, secondary and higher education establishments, and mass media.

Meeting participants defined joint priority areas for cooperation. A total of nine projects were presented, including the establishment of scientific park, interactive distant learning course for disabled children, solution on improving solid waste collection and management, the project on water supply of Bryanka with purified water from closed coal mines, energy efficiency project in the maternity ward of Rubezhnoye, developing a common tourist brand and others.

Stefan Dräger, Moderator of the meeting, suggested that the participants consider all the projects in relation with one another, and select two or three areas of high importance for all the cities - which GIZ would support. The discussion revealed that social protection and territory development are important areas for Alchevsk. Nikolay Morgunov, Bryanka Mayor, said that ‘all problems of our cities are quite similar. On the one hand, the economy of Alchevsk, Bryanka and Stakhanov is based on industry, therefore a scientific park is certainly important, but, for example, problems in water supply are vital needs for all our cities, and it is a small-minded policy not to develop this direction."

Following a brief presentation of the concept of local action plans on solid household waste management by Dominique Charpentier, the cooperation agreement Assessment of the Benefits of a Common Solid Household Waste Management between Local Self-Government Bodies in Lugansk Oblast – Ukraine was signed.
