Regional Conference on Administrative Services was Carried out with the Support of the GIZ Project Improving Municipal Services in Lugansk Oblast


The representatives of different administrative levels participated in the conference: Lugansk Oblast State Administration Economy Department, the Department of Constitutional, Administrative and Social Legislation of the Ministry of Justice of Ukraine, Economic Reforms Coordination Centre in the Presidential Administration of Ukraine, Heads of Economy Departments and Public Administrators of Permit Offices of cities and rayons of Lugansk oblast.

Within the framework of the conference, discussions focused on a number of important and topical issues local self-governments are faced with in the process of establishment of Centres for Administrative Services (CAS).

After the opening the conference by Svetlana Drobotenko and welcoming speech of the GIZ Project Leader Alexandra Kurth, who outlined the main work areas of German-Ukrainian cooperation, the participants watched a video with the best national and international practice of administrative service centers.

Yaroslava Kaglyak, Principal Specialist of Constitutional Law-Making and State Building of the Department for Constitutional, Administrative and Social Legislation of the Ministry of Justice in Ukraine informed about the latest tendencies in administrative law.

The representatives of pilot cities including the Head of Stakhanov Economy Department Elena Volkova, Sverdlovsk Deputy Mayor Alexander Matus, the Head of Krasnodon Administrative Service Department Elena Chornaya, Alchevsk Deputy Mayor Lyubov Kotchetkova and the Head of Rubizhne Economy Department Alexander Netreba reported on the current status of their activities on CAS establishment and characterized the bottlenecks hindering the process.

Everybody is looking forward to passing the administrative law in Verkhovna Rada. It will clarify organizational and procedural ambiguity.

Mariya Gornostai, the representative of Presidential Administration informed the participants about the changes they were likely to experience as a result of the working group on administrative services which would start working in December 2011.

Olga Kalinichenko, the Head of Lugansk Department for State Registration and Municipal Register, reported on the main difficulties experienced by Lugansk Centre for Administrative Services within the first month of work after the opening and shared with the plans for the nearest future.

“We need our Center to work faultlessly, as it’s important for us not only to report about the successful launch of the Centre, but it's even more important that all our citizens’ needs are met in the most convenient way for them,” Olga Kalinichenko emphasized.

In the end of the conference the participants visited Lugansk Centre for Administrative Services. Marina Matsenko, the Head of Permit System Department, answered all the questions.

Generally the conference was very significant and helpful for the participants, as the process goes faster, and moves from theory to practice.
