Improvement of energy efficiency in municipal economy via implementing energy efficiency projects funded from state budget


On 16 March 2012 within the framework of the Improving Municipal Services Project a workshop 'How to Prepare Energy Efficiency Project Proposals for Call of Proposals from State Agency of Energy Efficiency and Energy Saving of Ukraine' for the representatives of pilot cities of Lugansk Oblast was held in Lugansk.

The workshop highlighted mechanisms and procedures for expert selection of energy efficient projects to be funded by state budget, as well as tasks, functions and scope of State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE) activities in this area and in the sphere of international investment policy in 2011.

Svitlana Karpyshyna, Head of Investment Policy and Deputy Head of International Investment Policy Division in SAEE provided the participants with detailed information on SAEE fields of expertise, its main tasks and activities. She also outlined areas of cooperation between SAEE and international financial organisations to fund energy efficiency projects on modernisation of municipal infrastructure in Ukrainian cities.

Lyudmyla Kugot, Head of Department for State Expertise and Coordination of Regional Branches in SAEE emphasised key requirements for successful project proposals, provided practical recommendations followed by analysis of typical cases from practice.

The workshop was organised for representatives of municipalities from Alchevsk, Krasnodon, Lugansk, Stakhanov, Sverdlovsk and Severodonetsk, employees of public utilities energy heating enterprises of Alchevsk and Lugansk, and officials of economy, industry, housing and municipal sector departments of Lugansk Oblast State Administration.
