Implementation of performance monitoring system and standardised asset management planning procedure


In the framework of the Reform of Municipal Services in Eastern Ukraine (RMS) Project the first meetings were held with the directors and the administrative representatives of the Municipal Public Utility Dniprvodokanal and the Municipal Public Utility Vodokanal of Novomoskovsk, on 9th and 10th of September 2014, respectively. The utilities were recommended to the RMS Project by the National Commission of the State Public Utilities Regulation to pilot technical assistance interventions focused on the following areas:

  • development and implementation of a performance monitoring and benchmarking system based on selected performance indicators;
  • introduction of a standardised asset management planning procedure;
  • development of a medium-term investment planning standard.

The meeting participants discussed the terms of cooperation and agreed to conclude the agreement which will comprise all the aspects of cooperation. In the beginning of October 2014, GIZ international water and sanitation experts will visit the above utilities to gather more detailed information about these companies so as to elaborate a proposals for further cooperation until the end of 2015.
