Poltava Oblast Forum ‘Development of Local Fire Stations in the Context of Decentralisation and Inter-Municipal Cooperation’

On 11 December 2017, Poltava Oblast Forum ‘Development of Local Fire Stations in the Context of Decentralisation and Inter-Municipal Cooperation’ took place at the premises of the Main Department of the State Emergency Service of Ukraine (SESU) in Poltava Oblast.

The Forum gathered the representatives of local communities. The speakers were the Head of the Main Department of SESU in Poltava Oblast Volodymyr Salohub, Head of Poltava Oblast State Administration Valerii Golovko, the Member of Parliament Andrii Reka, Team Leader of the project ‘Reform of Municipal Services in Eastern Ukraine II’ Taras Zhuravel, project expert Viacheslav Tolkovanov and Director of Department for Economic Development and Investment Promotion at Poltava Oblast Administration Inna Ishchenko.

‘Decentralisation reform aims not only to transfer appropriate powers, but also create entirely different conditions for rural residents. One of key living-standard criteria is public safety and fire safety as well. It is highly important to establish response units that are able to provide immediate support to those in need. Now when we have a clear working model of modern local fire stations it is of crucial importance to implement it in other Rayons of Poltava Oblast,’ the Head of Poltava Oblast State Administration Valerii Golovko pointed out.

The Head of Poltava Oblast Main Department of SESU Volodymyr Salohub announced that from now on the Forum featuring the issues of establishment and development of local fire stations in the context of decentralisation would be held on an annual basis.

‘I would like to thank all those who pay attention to civil protection and public safety issues, inter alia, the Head of Poltava Oblast State Administration Valerii Golovko, Team Leader of the Project ‘Reform of Municipal Services in Eastern Ukraine II’ Taras Zhuravel, the Member of Parliament Andrii Reka and many others. Today we are discussing a lot of interesting practical aspects that would be helpful to representatives of local communities either to start the establishment of own local fire station or improve the existing local fire protection system,’ Volodymyr Salohub emphasised.

During the Forum, the participants discussed the first results achieved in this sphere in Poltava Oblast with particular focus on the organisation of trainings. Besides, the participants were encouraged to apply for Poltava Oblast Call for Local Development Project Proposals to solve local fire protection issues in their communities. The aspects of creation of community fire depots (Community Safety Centres) gained particular attention with a focus on improving control system of local fire response unit via the use of modern information technologies.

At the end of the day, the heads of some local communities who succeeded to achieve significant results in modernisation and establishment of local fire stations shared their first-hand experience and outlined the challenging issues they faced. Having discussed all the issues, the Forum participants agreed the next steps of development of local fire protection service in Poltava Oblast.
