Discussing IT solutions for local self-governments and instruments of socio-economic development of amalgamated communities in Poltava Oblast

On 12 December 2017, the Interregional Forum ‘Community Interaction: Possibilities, Challenges, Technologies’ was held at the premises of Poltava Law Institute.

The Forum organisers were Poltava Oblast Association of Local Self-Government Bodies and Poltava Oblast Council jointly with the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine with the support of the Project ‘Reform of Municipal Services in Eastern Ukraine II’ implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ); a Swiss-Ukrainian project "Decentralisation Support in Ukraine" (DESPRO); the Partnership for Local Economic Development and Democratic Governance Project (PLEDDG) and U-LEAD with Europe Programme.

The event gathered representatives of local self-governments from various Ukrainian regions, members of parliament, NGOs and public associations, investing companies, international technical assistance projects and programmes.

Opening the Forum, the Head of Poltava Oblast Council Oleksandr Bilenkyi emphasised that the scope of Forum agenda issues, namely IT solutions for local self-governments, interaction of state authorities and communities, inter-municipal cooperation, achievements and challenges of decentralisation are highly important in the context of further development and consolidation of local self-government in Ukraine.

Advisor to the Chairperson of the Verkhovna Rada Committee on State Building, Regional Policy and Local Self-Government Viacheslav Tolkovanov reviewed the progress of inter-municipal cooperation in Ukraine and in Poltava Oblast in particular.

Stefan Draeger, the International Expert of the Project ‘Reform of Municipal Services in Eastern Ukraine II’, presented German advanced experience in the field of inter-municipal cooperation.

Team Leader of the Project ‘Reform of Municipal Services in Eastern Ukraine II’ Taras Zhuravel summarised the results of the project implementation for Phase I in the sphere of administrative service delivery and briefed the participants on the project activities scheduled for the next phase.

During the second part of the event, the participants worked in the panel sessions ‘Innovation technologies for development of local self-government bodies’ and ‘Effective instruments of socio-economic development of amalgamated communities’.
