Study visit to Germany on practical issues of municipal service delivery in small communities


In order to gain hands-on experience with European advanced practices of municipal service delivery in small communities, a study visit to the Federal Republic of Germany will take place between July 3 and 8, 2017. The study visit will take place within the framework of the Reform of Municipal Services in Eastern Ukraine Project implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ).

The study visit participants will be the Parliament Members of Ukraine – representatives of the Verkhovna Rada Committee on State Building, Regional Policy and Local Self-Government, representatives of the Department for Development of Administrative Service Delivery System at the Ministry of Economic Development and Trade of Ukraine and the Department for Administrative Service Delivery of Kyiv City State Administration.

The visit aims to highlight the aspects administrative service delivery in small communities and towns of Germany (with a population size from 3,500 to 50,000) via relevant examples and to provide practical ideas for follow-up implementation in Ukraine. At a later stage, the primary focus will be on providing advisory and methodological support to Ukrainian amalgamated territorial communities in the context of setting-up and activity arrangement of Centres for Administrative Services.
